Completing the Public Building was a long and difficult process. Over a period of four years Flannery and de la Pole have worked with numerous changes of client organisation, contractors and consultants.
The successful completion of the project was due to the perseverance of the main funders: the Arts Council of England, the European Regional Development Fund, Advantage West Midlands and in particular Sandwell Metropolitan Borough Council.
